Foreword
Home Owners Associations #1 and #2 have
charged tThe SaddleBrooke Tennis Club (STC) with is
charged with administeringing
an effective and equitable court reservation system for the benefit of all
SaddleBrooke residents. and their guests. With oversight from both the
HOA #1 and HOA #2 Tennis Committees, the STC has developed these rules
to fulfillaccomplish
this responsibility. Copies of theA
copy of current STC Rules are available to all
SaddleBrooke residents at the Tennis Center, on the STC web site,
and at the SaddleBrooke and MountainViewMountainView
Clubhouse offices., The Rules are
and shall be made part of each HOA’s Association's
Rules and Regulations.

The rules established by the SaddleBrooke
Tennis Club (STC) provide) provide
effective and equitable use of theall
SaddleBrooke tennis facilities by STC members and all SaddleBrooke residents.
In some instances, general descriptions or examples are also
included to help clarify rules.
Either of the HOA
Tennis Committees or the STC Rules Committee accepts suggestions for
rule changes.Suggestions
for rule changes may be made to the STC Rules Committee or either of the HOA
Tennis Committees.
Section II – Policy Reference Documents
Describe
documents that impact the administration of SaddleBrooke tennis facilities,
such as Homeowner Association Tennis Rules, Homeowner Tennis Committee charters
and STC bylaws. These documents establish the policies instituted to ensure
effective and equitable use of tennis facilities by SaddleBrooke residents and
their guests. Suggestions for rule
changes may be made to the STC Rules Committee or either of the HOA Tennis
Committees.
Section III – Index to STC Procedures
The
Index to STC Procedures provides a guide to written procedures that have been
developed to support various STC rules and activities. STC Procedures are not
part of the STC Rules and are segregated because they are more subject to
change as system and procedure improvements are introduced. Suggestions for
procedure changes may be made to the STC Board.

Section I – SaddleBrooke
Tennis Club Rules
The SaddleBrooke site consists of eight (8)
tennis courts and the Tennis Center, where the administration of
all SaddleBrooke tennis operations occur. Homeowners Association #1 owns the SaddleBrooke
site facility, and its use is under the jurisdiction of the HOA #1
Tennis Committee.
The MountainView site consists of five (5) tennis
courts. Homeowners Association #2 owns the MountainView site facility,
and its use is under the jurisdiction of the HOA #2 Tennis Committee. MountainView
Courts are non-adjacent.These courts are considered
to be non-adjacent.
The DesertView site consists of four (4) tennis
courts. Homeowners Association #2 owns the DesertView site facility,
and its use is under the jurisdiction of the HOA #2 Tennis Committee.
The Preserve site consists of three (3) tennis
courts. Homeowners Association #2 owns The Preserve
site the facility,
and its use is under the jurisdiction of the HOA #2 Tennis Committee.
Use of the tennis facilities
is limited toOnly SaddleBrooke Members/Homeowners,
Permanent Residents, Renters or Guests. are allowed use
of the tennis facilities located at SaddleBrooke. Non-residents may use the
facilities
Temporary Guests,
when invited to participate in (1) League Play as a member of a visiting team, (2) Official
Organized Events or (3)an
Authorized Group Programs., may use the
courts during the specified event.
Violators of Tennis Rules are subject to citation and
enforcement in accordance with the respective Homeowner Association Rules and
Regulations.
A SaddleBrooke resident is any SaddleBrooke Member/Homeowner, Permanent Resident, Renter or Guest who meets the requirements of the Homeowner Rules and Regulations.
A STC Member is a paid up SaddleBrooke Tennis Club (STC) Member/Homeowner, Permanent Resident, Renter or Guest who meets the requirements of the Homeowner Rules and Regulations.
A Non-Member Resident is a Member/Homeowner, Permanent
Resident, Renter or Guest who is not a current member of STC.
1.7 Guest
Use of Tennis Facilities
SaddleBrooke Resident households
may reserve one court per day for Guest use. The Tennis Coordinator, depending
on court availability, may make exceptions. An adult must accompany guests under 18 years of age when theyAn adult must be
in attendance when Guests under 18 are using
use the courts.
Participants in the SaddleBrooke
Preferred Guest Programs will have priority over other
Guests. STC Members have priority over any
Preferred and other Guests during Organized Play.
The tennis courts are to be used for
tennis
activities only. Other activities such as sSkateboarding,
rollerblading, basketball, volleyball and
all other
sports or activities are prohibitednot
allowed.
The parking lot adjacent to the HOA#1 Tennis Center is for
golf cart, bicycle, moped, and motorcycle parking only. A 5-minute parking space has been
providesd
to allow temporary automobile parking.
Pets, except for those
specifically trained to assist sight-impaired or other handicapped (and are so
identified), are not allowed in any SaddleBrooke facility. Pets must be kept on
a leash and be under the control of the pet owner when not on the Homeowner's
property. No pPets are not allowedallowed
in the Tennis Center, on the tennis courts, or in areas where food is
being served. Pets Iin
the vicinity of tennis courts, pets must be leashed and controlled in a
manner that
willso as to no not disrupt
players or spectators whileen
play is in progress.
Outside commercial catering is prohibitednot
allowed in the Tennis Center.
Only appropriately attired players may playAppropriate
tennis attire must be worn at all times when
playing on
the tennis courts. Rubber-soled footwear is required. No Hhard-heeled
or non-tennis black-soled shoes are prohibitedallowed.
All players must wear appropriate collared shirts, sleeved
T-shirts or sleeveless/cap sleeve shirts specifically made for tennis.
The following items of apparel are not acceptable on the
tennis courts: tTube
tops, bare midriffs, halter-tops, swimsuits and the like.
Use and operation of the Tennis Center shall be managed through the office of the General Manager of Homeowner Association #1 in cooperation with the HOA #1 Tennis Committee and the SaddleBrooke Tennis Club (STC).
The Tennis Center hours of operation are posted on the Tennis Center doors.

STC Tennis Coordinators haveare assigned
the responsibility for scheduling and reservations of all tennis courts in
SaddleBrooke. Only the Tennis Coordinators shall make entries into the master
schedule. The

917-3770. Tennis Coordinators are
part-time employees of HOA #1. . HOA #1 is compensated
for their salaries HOA #1 pays their
salaries through the STC member dues paid by STC
members.
Tennis courts hours are from sunrise to 10 PM. Lights are available during evening hours. Players must turn off the lights when play is completed. Switches are located near each court.
ThePrime Time is
defined as the first six (6) hours
of scheduled each
playday is Prime
Time. Prime Time consists of,
in three (3) two-hour sessionsincrements.,
of seasonally adjusted scheduled court play. Exceptions are for
tennis
lessons and clinics, in one (1) hour scheduling increments, in the
use of ball machines, in one (1) hour
scheduling increments, and the backboard in one-half (1/2)
hour scheduling increments

Mmaintenance will take priority over any other
use of a court.
Court reservations for consecutive, t
back-to-back two (2)-hour
sessions are prohibitedblocks
of time. may not be made.
Doubles Play iswill be
for a maximum period of two (2) hours, except for League Play or
Official Organized Events.
Singles Play iswill be
for a maximum period of two (2) hours,
except for League Play or Official Organized Events.
A ten (10) minute default time is used for all
court reservations Eexcept
for Official Organized Events court reservations will be defaulted after
ten minutes.

When others are waiting to play, playing time is limited
to two (2) hours for singles and doubles
matches, one, one (1)
hour for use of the ball machines, and one-half (1/2)
hour for use of the backboard at The Preserve. League Play is exempt from
this limit. League matches maywill be allowed to
c continue until their ccompletion.
Unreserved courts are available on a first-come basis.
When the Tennis Center is open, all walk-on players must contact the Tennis
Coordinator for court assignment of unreserved courts. When the Tennis Center
is closed, walk-on players must check and honor
the court reservation schedule posted at the site before taking a court.for
the day at the Tennis Center and at the MountainViewthe MountainView,
DesertView and The Preserve sites. (See Default Time)
There are two (2)
types of STC membership:
· Regular Members: who pay full annual dues and are entitled to all benefits and activities offered by the club; and
·
Associate
Members: who pay one-half
the annual dues and are eligibleconsisting of
short-term renters (3 months or less) or guests who pay one-half of annual
dues. They are eligible to participate in
organized play, club socials and parties. Associate
membership is limited to short-term renters (3 months or less) or guests.
Annual mDues are prorated
in the first year of
membership dues are prorated for first timenew
members joining later in the year. New
members must participate in the STC Social Play Rating process. (See STC Social Play Rating Policy)
Organized Play is
a process that gives STC members of the
SaddleBrooke Tennis Club (STC) the opportunity to playbe
paired with and against a variety of players
of similar ability. Computer systems form matches drawing participants from a
sign-up sheet of membersof members who
wish to participate.
Organized Play is defined in Section 1.19 as
follows:includes the following scheduled activities during
Prime Time on the days indicated:
Ladies
Doubles Monday and Friday
Men’s
Doubles Tuesday and Thursday
Mixed Doubles Saturday
Organized
Play consists of three (3) two-hour sessions during Prime Time. The start times
for the sessions are seasonally adjusted.
Organized Play is matches made by STC for its
members during Prime Time five days a week, according to the following
schedule:
Women Doubles Monday and Friday
Men’s Doubles Tuesday and Thursday
Mixed Doubles Saturday
Starting time for Organized Play is dependent on
the season.
Only STC members,
their nonresident guests (limited to one per member), and SaddleBrooke
Preferred Guests may participate in Organized Play. STC members have priority
over any guests. Visitors on the Preferred
Guest Program
participants have priority over nonresident guests.
The Tennis
Coordinators will post the sign-up sheets,
pairings, and court assignments.
Members, who will
be out of town when the sign-up sheets are postedgo up,
may contact the Tennis Coordinator prior to their leaving or during their
absence to,
and request that the Tennis
Coordinator include their name be included on the alternate list.
STC
provides Ttwo
(2) play systems are provided for members: to
choose from:
·
Social Play (Tennis Doubles):
The computer randomly matches available players by rating level forlevel for a
given session to produce compatible matches.
·
Competitive
Play (STAMP): The computer
closely matches available players by ranking for a given session to produce the
best possible competitive match. Players participate in the round robin format
and record their scores after each match. The computer provides a continuous
ranking for all participating players.
·
Players do not record scores except when it
is necessary for new players to be rated, when a player attempts to be
upgraded, or when the STC Board determines the need for players to obtain
downward movement.
·
Competitive Play
(STAMP): The computer cClosely
matches available players by ranking for a given session to produce the best
competitive match possible. Players participate in the round robin format and
record their scores after each match. The
computerThe computer
provides a continuous ranking or placement for all participating players.
All courts at
each site are reserved for use for Organized Play during Prime
Time with three some
eexceptions:

The courts available, but not scheduledneeded
for Organized Play, League Play,
and Official Organized Events or by Non-Members, becomeare
treated as Open Courts. In this event, womenladies
arewill
be given priority on Ladies days, men will be given priority on
Men’s days, and mixed doubles will be given priority on Mixed Doubles days. When necessary, these
courts may then be assigned on a lottery basis Aafter
the Tennis Coordinator has completed the posting
of Organized Play court assignments for the next scheduled Organized
Play session, these Open Courts will be assigned by lottery..
In each Organized Play session, three
courts are available for use by Non-Member Residents though exceptions can be made for
Guest Club and Club Championship Events. These courts can be reserved no more than one week in advance. They
are NOT for the use of STC Members if a Non-Member has reserved them. In the
event any of these courts
have not been reserved at least two days prior to the play date, it may be reserved by any SaddleBrooke resident for
play with any person. When necessary, these courts will be assigned by lottery. (See Open
Courts) Three (3) courts
are available during each Organized Play session for use by Non-Member Residents.

By signing up for
Organized Play, STC members make a firm commitment to play for the full
session. Other players are depending on
all scheduled players in order to have a match. Obviously, emergencies or
last minute illnesses mitigate this this obligation.

members must make a good faith effort to notify the Tennis Coordinator as soon
as the inability
to play becomes apparentconflict surfaces.

The SaddleBrooke
real estate sales organization promotes home sales through a Preferred Guest
Program. In this program, guests may participate in SaddleBrooke Tennis Club
Organized Play during their brief stay
at SaddleBrooke.
Preferred guests
may be in contact with the
Tennis Center
through either through prior arrangement by the sales
center or "walk-in." In either event, the Tennis Coordinator will make
a "best effort" to arrange a match with STCwith STC
members.
It
is recommended that Pplay
for Preferred Guests should be conducted outside of Organized Play if possible.
If this is not feasible, for any reason, the Tennis Coordinator will attempt to
arrange play within Organized Play.

STC members
have priority over all guests.

A member must
sponsor resident and non-resident guests.
It
is recommended that Pplay
for Guests of STC Members should be conducted outside

the appropriate level of play and assisting the Tennis Coordinators
in the arranging theof
matches.
All
Guests arewill be
permitted to play, as openings in Organized Play are available, butand
will not have priority over STC Members or Preferred Guests.
The STC Social Play
Rating Policy is solely for purposes of STC social organized play and has no
impact on the rating of a player for USTA/USA or
other sanctioned League Play. The Organized Play
Committee manages the STC rating process.

The STC Board has the authority to implement,
monitor and maintain the Social Play Rating Policy, including the right to make
minor changes when needed to insure or improve the quality and fairness of the
program.
§
The STC Social Play Rating Policy encompasses seven (7) llevels of play defined
as follows: A, B+, B, C+, C, D and E.
§
All Mmembers may rate themselves into any play level they wish.
They also may
change their ratingtheir level at any time.

The STC Social Play

New members without a
current NTRP rating must self-rate and successfully complete a competitive
play process to determine their qualifications for a level of play.

New members with a
current NTRP rating do not have to compete in a competitive play process and
are placed at an appropriate level based on their NTRP rating.

A member, upon
request, may participate in a competitive play process to attempt to upgrade
the member’s rating level.
·
A member, without
prejudice, may request a temporary assignment to a level lower than they are
currently rated for reasons such as a prolonged absence from tennis due to
illness or otherwise. A member who voluntarily moves down can return to the
rating level they had moved from without having to undergo the competitive play
process.
·
The Organized Play
Committee can issue an oral or written warning to a member not cooperating with
the rating process. The STC Board will adjudicate any grievances that are not
handled to a member’s satisfaction.
Open Play is all day Wednesday and Sunday and any time not
scheduled for Organized Play, League Play or Official Organized Events. Open
Play sessionschedules
during Prime Time will adhere to Prime Time sessionsschedules.
Open Play courts
on Wednesday and Sunday may be reserved no more than one week in advance. When necessary, these courts willmay
then bethen be be assigned
by lotteryon
a lottery basis.
The courts available but not scheduled for
Organized Play, League Play, and Official Organized Events or by Non-Members
become Open Courts. When Open Courts are available, women receive priority on
Ladies days, men on Men’s days, and mixed doubles on Mixed Doubles
days. After the Coordinator has
completed the court assignments for the next scheduled Organized Play session,
these Open Courts will be assigned by lottery.
The courts
available but not needed for Organized Play, League Play, and Official
Organized Events or by Non-Members are treated as Open Courts. In this event, ladies
will be given priority on Ladies days, men will be given priority on Men’s
days, and mixed doubles will be given priority on Mixed Doubles days. When

schedules. Participation on
SaddleBrooke teams in League Play is limited to SaddleBrooke residents. A team roster must be submitted at the time
captains apply for court reservations.
League Play includes USTA/USA, Tucson, and Southern Arizona (SAZ) Leagues.

over a period of time that have received approval from both HOA Tennis
Committees. The Senior Coordinator will be consulted to determine court
availability for each program. These
programs are available to all SaddleBrooke residents and require
re-registration every six (6) months.

· USA Tennis 1-2-3 Program
· SaddleBrooke Singles Tennis Program
If the program requires a HOA Usage Fee, the program sponsor
must sign a contract with the respective HOA(s).
All such programs are subject to the following requirements:

Recurring Group Programs
